3. Reservations :
a) Vertical Reservation : 69% Communal reservation will be followed vertically as per existing Government rules / Orders i.e., 18% shall be reserved for Scheduled Castes including 3% offered to Arunthathiyars on preferential basis amongst the Scheduled Castes, 1% for Scheduled Tribes,
26.5% for Backward Classes (other than Backward Class Muslims), 3.5% for the Backward Class Muslims, 20% for Most Backward Classes and Denotified Communities and 31% shall be filled on the basis of merit.
Provided that if even after filling up of the required appointments or posts reserved for Arunthathiyars amongst the Scheduled Castes, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the other Scheduled Castes in the inter-se-merit among them and if any appointment or post reserved for Arunthathiyars remains unfilled for want of adequate number of qualified candidates, it shall be filled up by Scheduled Castes other than Arunthathiyars.
b) Horizontal Reservations :
i. Women Reservation: 30% Women reservation will be provided horizontally as per existing Government Rules / Orders. If qualified and suitable women candidates are not available for selection against the vacancies reserved for them, those vacancies will be filled by male candidates belonging to those respective communal categories.
ii. Destitute Widows: 10% of vacancies out of 30% vacancies set apart for women shall be reserved for destitute widows. If no qualified and suitable destitute widow is available, the turn so set apart for destitute widow shall go to the women (other than destitute widow) belonging to the respective category.
iii. Reservation for Persons Studied in Tamil Medium (PSTM): For the direct recruitment of Special Teachers, 20% horizontal reservation on preferential basis for persons who studied their SSLC,HSC and prescribed technical qualification for the post in Tamil Medium will be followed as per existing Government Orders. This reservation is
subject to the availability of suitable eligible candidates. In the event of non-availability of such candidates, the posts reserved for PSTM candidates will be filled by General candidates.
iv. Reservation for Persons with Disability: Four Percent reservation for Differently Abled shall be provided for the different categories of the differently abled persons as per G.O.(Ms) No.20, Welfare of Differently Abled Persons (DAP.3.2) Department dated 20.06.2018.
v. Reservation for Ex-Service men: 5% reservation will be provided for the Ex-servicemen subject to availability of such suitable candidates as per G.O.MS.No.762 Public (Ex-Service men) Department dated 29.08.2002. As per G.O.MS.No.89 Personal and Administrative Reforms(s) Department dated 12.08.2015, an Ex- Service man once recruited to a post in any class or service or category cannot claim the concession of being called an Ex-Service man for his further recruitment.
4. Qualifications:
(a) Qualification as to Age: As per Section 6 of Special Rules for the Tamil Nadu School Educational Subordinate Services, no person shall be eligible for appointment by direct recruitment to this recruitment, if he has completed 40 years of age, on the first day of July of the year
2021.
Provided that the age limit prescribed above shall be increased by five years in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Backward Class Muslims, Backward Classes, Most Backward Classes and De-notified Communities and destitute widows of all castes.
(b) Educational Qualifications
i) Craft Instructor (sewing):
General Qualification: A pass in +2 under 10+2 pattern
Technical Qualification: A certificate in needle work and dress making (Higher Grade) and Embroidery (Higher Grade) /Diploma in Costume Designing and Dress makings issued by the Board of
Technical Education and Training, Chennai/Industrial School
Certificate and Technical Teacher’s certificate:
Provided that the educational qualification 10+2 prescribed shall not apply to the candidates passed SSLC prior to 2005 and successfully undergone the Technical Teachers Certificate examination conducted by the Director of Government Examinations, Tamil Nadu.
ii) Art Master:
General Qualification: A Pass in +2 under 10+2 pattern.
Technical Qualification: Degree with Drawing and Painting of a recognised University in the State approved by UGC or its equivalent or Diploma in Painting or Diploma in Drawing of Annamalai University or A Diploma in Paintings or Commercial Arts or Modelling of the Government College of Arts and Crafts or Government Technical Examinations (Higher Grade) in Free Hand Outline and Model Drawing or Government Diploma in Drawing or a Certificate issued by the Tamil Nadu Institute of Architecture and Sculpture, Mamallapuram; and Technical Teachers Certificate;
(or)
A Diploma in Fine Arts, awarded by the Director of Technical Education or a Degree in Fine Arts awarded by the Madras University or the Bharathiyar University or any other equivalent Diploma / Degree in Fine Arts issued by other Universities and boards recognised by University Grants Commission:
Provided that the educational qualification 10+2 prescribed shall
not apply to the candidates passed SSLC prior to 2005 and successfully undergone the Technical Teachers Certificate examination conducted by the Director of Government Examinations, Tamilnadu.
iii) Music Teacher:
General Qualification: A Pass in +2 under 10+2 pattern.
Technical Qualification: Degree with Music of a recognised University approved by UGC in the State or its equivalent / Sangeetha Bhushana of Annamalai University / Sangeetha Vidwan title in Music awarded by the Director of Government Examinations, Tamil Nadu / Sangeetha Siromani of the Madras University / Diploma in Music of the Madras University or Madurai Kamaraj University/ Government Technical Examination Certificate (Higher Grade) in Music with forty percent in Music (Theory and Practical separately) under the diversified course; and Technical
Teachers Certificate ;
(or)
Diploma in Music Teaching awarded by the Director of Government
Examinations;
(or)
Teachers Certificate in Indian Music issued by the Director of
Government Examinations:
Provided that the educational qualification 10+2 prescribed shall not apply to the candidates passed SSLC prior to 2005 and successfully undergone the Technical Teachers Certificate Examination conducted by the Director of Government Examinations.
iv) Physical Education Teacher:
General Qualification: A Pass in +2 under 10+2 pattern.
Technical Qualification: Higher Secondary (Class XII or its equivalent) with at least 50% marks from recognized board;
(or)
Candidates who have passed the Higher Secondary examination (+2) or its equivalent and have participated in sports / games at least school / college / district level in accordance with the and National Council for Teacher Education (Recognition Norms and Procedure) Regulations, 2007 notified on 10.12.2007) ;
(or)
Higher Secondary (Class XII or its equivalent) with at least 45% marks from recognized board (in accordance with the National Council for Teacher Education (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) Regulations, 2002 notified on 13.11.2002 ;
(or)
Certificate / Diploma in Physical Education of duration not less than two years (or its equivalent) from National Council for Teacher Education recognized institution.
5. Qualification Criteria
i. Candidates who obtained any of the required qualifications (SSLC, HSC (or) its equivalent, technical qualifications simultaneously are not eligible to apply for this recruitment.
ii. The candidates not having prescribed qualifications, as on the last date of submission of filled-in online application, shall not be eligible to apply for the examination. The candidates should satisfy themselves about their eligibility before applying. It is to be noted that if a candidate is allowed to appear for the examination it does not imply that the eligibility of the candidate is verified. The eligibility shall be verified by the Board only at the time of Certificate Verification.
Note: All qualifying certificates should have been obtained prior to the last date for submission of filled-in applications, announced in the recruitment notification.
iii. Equivalent Qualifications: If a candidate claims that the educational qualification in the subject possessed by him/her is equivalent to, though not the same, as those prescribed for the appointment, he/she has to produce the subject equivalence G.O issued by the Government of Tamil Nadu at the time of Certificate Verification.
6. Examination fee:
a. The candidates have to pay a fees of Rs.500/- (Rs.250/- for SC/SCA/ST and differently abled candidates) towards examination fee payable only through online net banking /credit card / debit card.
b. The candidates have also to pay the service charges as applicable for online payment.
c. Off line mode of payment in the form of Demand Draft / Postal Order etc. will not be accepted and the applications forwarded with such modes of payments will be summarily rejected.
d. The application process is entirely online. No application in paper will be accepted by TRB.
7. How to Apply?
a. Candidates should apply only through online mode.
b. Evidence for claims made by the candidate while applying online should be submitted by the candidate at the time of Certificate Verification, if called for.
8. Scheme of Examination:
i) The written examination will consist of a single paper of 2 hours and 30 minutes duration with 95 MCQs. Each question carries one mark.
The syllabus for the subjects as published in Gazette No.2, dated 05.01.2015 will be covered in the Examination. The syllabus can be downloaded from the TRB official website trb.tn.nic.in
ii) Minimum Eligibility Mark : As per G.O.Ms.No.172, School Education(TRB) Department dated 18.07.2017, candidates who secure a minimum of 40% marks in written examination (for SC/SCA-35% mark, ST-30% mark) alone are eligible for recruitment.
iii) Medium of Examination
The question paper for all the subjects will be of objective type with multiple choice questions in English and Tamil version.
9. Normalization of the marks :
The Computer Based Examination may be conducted in multiple sessions. Whenever Computer Based Examination is conducted in multiple sessions based on the same syllabus, same pattern for candidates having same eligibility criteria, the raw marks obtained by the candidates in different sessions will be converted to normalized marks. A candidate will be permitted to appear only in one session. Attending more than one session will automatically leads to disqualification of the candidature and no further correspondence in this regard will be entertained.
In case the examinations are conducted in only one session, actual marks obtained by the candidates will only be considered for calculating the Merit List.
10. Calculation of normalized marks for multi-session papers:
In case of multi-session papers, a suitable normalization is applied to take into account any variation in the difficulty levels of the question papers across different sessions.
The following Normalization formula for calculating the normalized marks for the multi-session paper is adopted as followed in various Competitive Examinations in India.
Normalization mark of jth candidate in ith session is given by:
: the actual marks obtained by the jth candidate in ith session.
: the average marks of the top 0.1% of the candidates considering all sessions.
the sum of mean and standard deviation marks
: of the candidates in the paper considering all sessions.
the average marks of the top 0.1% of the
: candidates in the itth session or marks of topper if session strength is less than 1000.
the sum of the mean marks and standard
: deviation of the ith session.
11. Selection Procedure :
The selection will be based on two successive stages viz.
a. Computer based examination;
b. Certificate Verification;
a.Computer Based Examination: The Date, Time and Centre for the Computer Based Examination will be indicated in the Hall Ticket. The Hall Ticket for the eligible candidates will be uploaded by the Teachers Recruitment Board in its website. The candidates are advised to refer to the Teachers Recruitment Board website for details (http://www.trb.tn.nic.in). No written communication will be sent to the candidate.
The participation of the candidates in the Computer Based Examination is purely provisional and does not confer any acceptance of their claim in the application.
Scribes : Visually Impaired candidates/eligible Orthopedically Impaired candidates will be allowed assistance of scribes based on the Disability Certificate /Medical Certificate submitted by the candidates.
Examination Results : The Roll-Number-wise Mark List of all candidates will be published in the website of Teachers Recruitment Board viz. http://www.trb.tn.nic.in. A press release will be issued in this connection through print or visual media.
b.Certificate Verification:
The Board will prepare the list of Candidates for Certificate Verification on 1:2 ratio based on the actual Marks in case of single session paper or Normalized marks in case of exam conducted in multiple sessions, duly following the communal rotation and other relevant rules in vogue.
Note:
i. If more than one candidate secures the same cut-off mark for the particular communal turn, all such candidates will be called for Certificate Verification.
ii. Certificate Verification List and Certificate Verification Call letter will be published in the Teachers Recruitment Board website http://www.trb.tn.nic.in only.
iii. Candidates short-listed as above shall bring all the original and attested copies of all Certificates as stated in the Call Letter for Certificate Verification.
iv. Candidates who are not personally present for the Certificate Verification on the prescribed date shall not be considered for further selection process even if they have secured the qualifying marks for selection.
12. Awarding Weightage Marks:
Weightage marks as detailed below will be awarded after Certificate Verification for the eligible candidates who attended the Certificate Verification and produced
the relevant documents to that effect.
13. Final Selection:
After Certificate Verification, the total marks secured by each candidate will be arrived by adding weightage marks to the written examination marks/ normalized written examination marks in case of exam conducted in multiple sessions. A merit list of total marks will then be prepared on this basis. Final selection will be made from the merit list duly following merit-cum-communal rotation as per rules in vogue.
The list of provisionally selected candidates will be published in the website viz. http://www.trb.tn.nic.in. The final selection of the candidates is subject to fulfillment of necessary eligibility criteria and the decision of Teachers Recruitment Board is final.
The appointment orders for provisionally selected candidates will be
issued by the Appointing Authority after due verification and subject to fulfillment of eligibility criteria for appointments.
a) Original Certificates and Mark Statements pertaining to the prescribed General and Technical Qualifications
b) Community Certificate: Community Certificate should be obtained from the following authorities of Government of Tamil Nadu for candidates claiming Communal reservation as the case may be.
(i) ST - Revenue Divisional Officer (if the certificate is issued after
11.11.1989)
(ii) SC/SCA - Tahsildar of native taluk of the candidate.
(iii) BC / MBC / DNC - Headquarters Deputy Tahsildar or Special Deputy
Tahsildar.
(iv) Community Certificate of married women issued in father’s name alone (Not in Husband’s Name) shall be accepted.
(v) Community certificates issued by any other State or Union Territory Authorities will not be considered against vacancies reserved for 69% communal reservation. They will be considered only under Others Category.
c) Tamil Medium Study Certificate: For the post of Post Graduate Assistants, candidate who claims reservation under PSTM (Persons Studied in Tamil Medium) category has to submit Tamil Medium Study Certificate in the prescribed format (Annexure) for SSLC, Higher Secondary and for prescribed technical qualification for the post as per Tamil Nadu Act No. 35 of 2020.
d) Disability Certificate: A candidate who wants to avail the benefit of reservation under PWD candidates would have to submit an Identity Card and Passbook with Disability Certificate issued by the Competent Authorities.
14. General Information:
a. Candidates should ensure that they have their scanned recent color passport size photograph (JPG/JPEG /PNG format of size 20-60 KB) and signature
(JPG/JPEG/PNG format of size 10-30 KB) separately. The candidates have to upload their photo image and signature image while applying online. T he online application uploaded without the candidate’s photograph and candidate’s signature will be rejected. No correspondence in this regard will be entertained.
b. A valid e-mail id and Mobile Number of candidate are mandatory for registration and e-mail id should be kept active as all the
communications will be sent to the registered email id only.
c. Evidence of claims made in the online application should be submitted at the time of Certificate Verification, if called for. Any subsequent claim made thereafter on submission of online application will not be entertained at any cost.
d. Incomplete applications and applications containing false claims or incorrect particulars relating to category of reservation, basic qualifications, communal category and other eligibility criteria will be liable for rejection.
e. The number of vacancies notified is only tentative and it is liable for modification with reference to vacancy position of User Departments before finalization of selection.
f. Possession or use of electronic devices such as Mobile phone, Micro phone or any other Associated Accessories, Calculator, Log Tables, Pager, Digital Diary, Books, Electronic equipment or gadgets, etc., are strictly prohibited in the Examination Hall. If any candidate is found in possession of any these devices/documents, candidate’s candidature is liable to be cancelled. Also, the candidate should not bring any valuables to the Examination Centre and the Centre shall not be responsible for their safe custody.
g. Canvassing in any form will be a disqualification for selection.
h. No candidate should misbehave in any manner or create a disorderly scene in the Examination Centre or harass the staff employed by the Board during the conduct of the Examination. Any such misconduct will be viewed seriously and penalized accordingly.
i. Candidates will have to bear their own expenses to attend the Examination and the Certificate Verification, if called for. No T.A./D.A. will be paid.
j. In the matter of recruitment, the decision of the Teachers Recruitment Board is final.
k. The online application can be submitted till 5.00 pm on 25-04-2021 after which the link will be disabled.
